History of the International Classification of Functioning, Disability, and Health

In 2008, the American Physical Therapy Association (APTA) endorsed the World Health Organizationís (WHO) International Classification of Function, Disability and Health (ICF) model and announced that they would be incorporating the ICF language into all APTA publications, documents, and communications.1 The purpose of the ICF was to develop a common language across medical disciplines to report patient outcomes and define the best courses of treatment. The course of treatments chosen needed to be the most effective, affordable, and center on the needs of the patients. In 1998, the Neurodevelopmental Treatment Association (NDTA) developed an adaptation of the International Classification of Impairments, Disability, and Handicaps (ICIDH-2). In 2001, the Instructors Group of the NDTA added the final domains of contextual and environmental factors, as outlined in the current International Classification of Functioning, Disability and Health model.2

Learning Outcomes:

1. Understand the history and purpose of the ICF model as developed by the World Health Organization.

2. Apply the ICF model as the conceptual framework for healthcare providers who use the NDT philosophy for evaluation and treatment.

3. Apply the ICF model conceptual framework to the outcomes of patients across all domains of healthcare providers who practice using NDT philosophy.
